Now that you are in office, or have been for at least a month, you will have noticed something that is rather odd. Common since is in short supply, and common since things are impossible to do. This applies to the private sector as well, epically for corporations.
Something that is normally rather simple to do, becomes hard. There are reasons for this. Formost the reason is that, like we learned in math class, one has to show the work of each step that is taken toward the goal (what ever that goal is). Coming is a strong second is the idea of transparency,
What this looks like, when creating legislation, is:
- Under new business state that a thing (whatever the legislation is supposed to fix, or allow) needs to be looked into
- requesting staff to find documentation that backs one’s presuppositions.
- Making a draft of the proposed legislation.
- Having staff, or the municipal lawyer look over the proposed legislation.
- Making changes, if needed, per legal council’s suggestions.
- Bringing the legislation to the legislative body for reading number one.
- Taking public comments, pro or con.
- Holding a public meeting, to address the public/stakeholders considerations.
- make additional changes, if needed.
- Bring the legislation to the governing body or a vote.
This entire process can take weeks, or even months. It has been, and remains, my experience that really good legislation takes at least 24 months. Good legislation is so very hard to come by
