In all things governmental nothing is as easy as it should be. Once you have taken office the very next thing to do, I think, is to learn how things work for the government office you now hold.
For instance, how is the sewer plant actually run, what are the State and Federal rules that make something fairly basic to complicated. What reports need to be filed, and when, how much of the work is automated, where do the reports go once they are created, What is the actual cost of running the plant?
Avoid making “factual “remarks about the money is spent on until after you learn how things work. No need to make yourself look less than intelligent if it can be avoided.
